Does anyone know if a level 5 PTF clerk can do a mutual transfer with another level 5 PTF clerk?

Sorry, but PTF's cannot mutually transfer because you are not holding a bid. Only FTR's

I am a ptf clerk and I am looking to transfer to the Rockford Illinois area due to a hardship (husband was transferred to the Chrysler plant in Belvidere) but I have only been working at my current installation for 10 months is this possible and how do I go about achieving this????????????????
